Here, party representatives will be briefed on how nominations are to be handed over, procedure for campaigning and the powers vested in the polls chief under the 19th amendment.

In a circular, the Elections Department says permission of the elections chief is compulsory for any appointment or transfer in the state service, said additional elections commissioner R.M.A.L. Ratnayake.

Any recruitment to the state service should have been finalized before the announcement of the general election, and such recruitment sanctions by the elections commissioner, he said.
