Giving an interview to BBC Sandeshaya in London, he also said he was not in agreement at all to table the 19th amendment to parliament as an urgent bill.
He said the amendment could be introduced within the 100 days.
Changing the electoral system and constitutional reforms are two different things, the president said, adding that he has convened a meeting on March 16 with the elections commissioner and party leaders to discuss these matters.
The next course of action would be decided on the basis of the outcome of that discussion, he said.
Responding to a question on the abolition of the executive presidency, he said a dialogue was still going on as to whether the executive presidency should be abolished or its powers minimized.
At the election, it was made clear the unlimited powers of the executive presidency would be removed, not that it would be abolished, he added.
