‘No powers to probe Hantana abuses’ Featured

The National Child Protection Authority and the Education Ministry say there is no legal provision available for them to investigate the alleged abuse of girls at a residential training centre at Hantana in Kandy.

‘Sathhanda’ reports that regulating such institutions, investigating chages and taking preventive measures have become a problem as a result.

NCPA media secretary Ediriweera Gunasekara said they were empowered to investigate abuses at children’s homes only.

There are provisions only to regulate the police investigation into the incident, he said.

When contacted, Education Ministry’s media secretary Kalpa Gunaratne referred the matter to the ministry secretary.

Secretary H.M. Bandusena said it was not his policy to respond to telephone calls, and asked that any questions be directed to him in person.

Gunaratne said they had no method to regulate institutions, excepting state and private schools.

He said such incidents could be prevented through parents’ vigilance.
