Army Intelligence officer Colonel Shammi has been identified as the chief operator of this incident and according to call records during this time, it has been revealed that he has frequently phoned a phone number issued by the Presidential Secretariat.

Many calls from and to this number has been recorded parallel to the date of abduction and the date where Ekneligoda was switched between camps, especially on the day when he was taken to the Akkaraipattu area.

However, Colonel Shammi is yet to reveal to whom he was talking to over the phone.
