According to Motor Traffic Department statistics, 1,777 vehicles on average are registered every day, while 50 new vehicles enter roads every hour.
Metropolis and western development ministry secretary Nihal Rupasinghe said the new system would incorporate all the studies that have been made so far into vehicular congestion on the roads.
Meanwhile, police spokesman Ruwan Gunasekara said motorists should make strict adherence to rules on lanes.
Lack of discipline among both motorists and pavement walkers, regular presence of heavy vehicles, shortcomings in the traffic signal system and road renovations are cited as the reasons for worsening vehicular congestion.
