Chinthaka Rajapakse of the Land and Agricultural Reform Movement told Sri Lanka Mirror that Coca Cola’s Biyagama factory released around 1,900 litres of toxic chemical to the river on 17 August 2015.
The Central Environmental Authority, National Water Supply and Drainage Board and the Biyagama police had failed to initiate legal action by exercising the provisions under the national environment act, national water supply act, penal code, criminal procedure code, public property act, he said.
The petitioner is Sajiva Chamikara, director of the Environment Conservation Trust.
Transparency International lawyer Jagath Liyanarachchi is appearing for the petitioner.
