The offender, who had come in BMW car bearing no. WP KW-1985 has been identified as Manju Weerakoon, with his car registered to the address 237, Robert Gunawardena Mawatha, Battaramulla.
However, he lives at Fairway Apartments.
The video of his having obstructed the entrance to the car park by his BMW and then having abused and shoved the Russian has been posted on facebook.
It shows the offender threatening him in broken English too.
He claims himself to be managing director of Global Express and Logistics (Pvt.) Ltd. and Tradeline International (Pvt.) Ltd.
Previously, he was involved in a similar incident near Cool Planet in Battaramulla.
The aggrieved person lodged a complaint with Thalangama police, but he later withdrew any further action after the offender claimed himself to be a coordinating secretary to Namal Rajapaksa.
