The main reason is that the SLFP is demanding four key portfolios.
As per clause 46 (1) (a) and (b) of the 19th amendment, the cabinet should comprise members not exceeding 30 in number.
Also, the number of non-cabinet and deputy ministers should not exceed 40 in total.
Therefore, leaders of the two main parties are of the view that such a restriction could impede efforts to form and run a national government.
They have decided to seek parliamentary approval for an expansion, as per clause 46 (3) of the 19th amendment, which allows the increase of the number of ministerial, non-cabinet and deputy ministerial portfolios from 70 to 100.
Accordingly, the cabinet will have 45 members while there will be 55 non-cabinet and deputy ministers.
This should be done within a two week period of the first meeting of the parliament, the amendment says.
