The Chief Minister made these comments attending the award ceremony of Uthayan's cricket tournament on 31 May.
"During a particular period of time our youth heavily pressurized the then governments by taking up arms. The governments back then were able to destroy them only with the support of foreign countries and at a huge financial cost," he said.
"The Tamil youth should not come together... should not work in unison... should not flourish in education... ideas on liberation should not emerge in their minds... they should be made walking corpses... this was the notion of certain government authorities and ministers," he added.
Although a large number of youth in North and East were killed, these particular officials were scared as there was no guarantee that they will not rebel again, Vigneswaran further stated.
He pointed out that it was due to this reason that it was planned to introduce drugs to the North.
