If the bill, which contains a number of promises given by the present government, is presented to parliament ignoring the particular request, the SLFP has decided not to participate in the debate.
The opposition leader Nimal Siripala de Silva has emphasized that if the electoral reforms were not included in the 19th amendment, the SLFP will not support it.
The Sri Lanka Bar Association had also requested all parliamentarians to take measures to establish the independent commissions as mentioned in the 19th amendment before abolishing the executive presidency and reforming the electoral system.
