Serious acts of fraud and corruption have taken place in the construction of the Norochcholai power plant under former power ministry secretary M.M.C. Ferdinando, alleges a complaint lodged to the FCID by lawyer Namal Rajapakse.

After handing over the complaint, Rajapakse told the media that the regular breakdowns of the plant, which were severely inconveniencing the consumers, were the results of irregularities in the project.

Explaining further, he said a proposal before 2005 during the rule of Chandrika Kumaratunga for a coal power plant to meet the increasing demand had become delayed.

After Mahinda Rajapaksa came to power, he got the retired M.M.C. Ferdinando to handle the power plant construction project.

Under Ferdinando, very dilapidated, outdated equipment had been purchased for the project, without calling for tenders or following any procurement procedures, Rajapakse charged, saying he had the technical documentary evidence to prove it.

Ferdinando had defrauded a massive sum of money from the project and he now has four houses in Australia and acquired properties worth around 30 million dollars, he charged.

Also, he has seized a property adjoining his Colombage Mawatha home and owned by an Australian, the lawyer said, adding that he had the documents to prove that too.

Given below is the complaint lodged by him to the FCID:
