They are Gajendra Liyanarachchi, an adviser to Ravi Karunanayake, and Duminda Hulangamuwa, an adviser to the prime minister.
Hulangamuwa is also a partner of Ernst & Young in Sri Lanka, and a close friend of development strategy and international trade minister Malik Samarawickrama.
The spokesman said they believed the duo was attempting to become a shareholder, adviser or director of the Sri Lankan branch of McKensey & Company to be set up for the tax collection.
Inland revenue chief Kalyani Dassanayake, who is due to retire early next year, is keeping silent over the revelations and criticisms of the plan.
