He was speaking to BBC Sandeshaya about a programme to obtain views of the public from Colombo, Gampaha and Kalutara districts for a reconciliation mechanism.
Most of those who have aired their views before the task force wanted the revelation of the reasons for the non-enforcement of the law against those responsible for disappearances and murders during the said period, according to him.
They also criticized the inadequate compensation paid to the aggrieved parties, as the pro-government among them were paid more than those who were not.
It is doubtful as to whether justice will be done for them under a UNP regime, as those incidents occurred a government by them, Gunawardena noted.
Speaking further, he said Muslims living in Colombo, who were educated in the Tamil language, described to the task force how they face difficulties, when they were made to deal with their matter in the Sinhala language.
Issues of victims of LTTE bomb attacks and long-term detainees, use of the hate speech against Muslims and other communities were also elaborated on, said Gunwardena.
