Airing his views before a TNA-formed committee convened at Oddusudan yesterday (30), the ex-leader said on condition of anonymity that there was no transparency or practicability in government promises.
He claimed the government has promised a general amnesty for the around 30,000 former LTTE members, who are now faced with a serious dilemma.
Through this committee, the TNA hopes to prepare a report of views with regard to alleged war crimes in the north and the east.
The report is to be submitted to the UNHRC in Geneva, says the TNA.
The ex-regional leader, admitted to being a top figure of the LTTE, also alleged their members have to suffer punishment even without being produced before courts.
No justice has been done to already imprisoned members, and they are afraid of returning to society due to their lack of faith in government promises, he said.
Their mentality is not to return to war, he assured, adding that they were yet to receive the relief promised by the government.
