Identified as Saad Sharaff, he has also handed over a pistol and air pressure gun to police.
Along with him, two others have surrendered to police, bringing to five the total number of suspect in custody.
He is due to be produced before courts tomorrow.
A team of wildlife officials is investigating the killing of the wild animals in the knuckles reserve, said minister Gamini Jayawickrama Perera.
