As per a cabinet decision on 05 August 2015, a committee headed by Foreign Employment Bureau secretary G.S. Vithanage was appointed to look into the matter.
Other members of the committee were Housing and Construction Ministry director S.D.H. de Silva, Public Finance Department director P.B.S.C. Nonis and H.M. Ajith Chandra.
The committee handed over its report about six months ago, but the defence ministry is yet to take any follow-up action.
The committee report blames former defence secretary Gotabhaya Rajapaksa and architect Muditha Jayakody for the irregularities committed in the project.
The cabinet paper presented to grant the contract to Muditha Jayakody Associates (MJAL) and the company-submitted project proposal have both gone missing from the ministry, the report points out.
The cabinet had appointed MJAL as he project consultant on 25 January 2011 without calling for tenders.
