The reason is said to be Lanka Logistics (set up for the above purpose) continuing to function as before.

The company, chaired by former Defence secretary - Gotabhaya Rajapaksa was set up by appointing a host of his close and trusted affiliates. Although officers in the main positions have changed with the new government coming to power, the officials in backbenches have continued imports using the same intermediaries.

Sources further say that parties who were involved in the 2005 MiG deal as well as affiliates of former CEO of Lanka Logistics - Jayantha Wickremesinghe are still connected to operations of the company.

Sources add that the continuation of such operations sans a proper probe could arise major issues and special attention should be given to bogus intermediary companies set up with the objective of obtaining commissions.
