Addressing the inauguration of a seminar at Waters Edge in Battaramulla on the proposed constitution, he said powers should be devolved through the new constitution without harming the country’s unity or unitary status.
A new constitution aims to build a Sri Lankan identity, said the premier.
As Lord Buddha preached, those who breach the purpose of meeting in peace, discussing in peace and dispersing in peace are not true Buddhists, he said.
The government will not present a draft for the new constitution, but it will be formulated entirely in consideration of public views gathered by the commission appointed for the purpose, said the PM.
Also speaking here, speaker Karu Jayasuriya said that experiences of other countries would be considered, but a constitution suited for the country would be agreed upon by the 225 MPs.
The seminar is being organized by parliament and USAID.
