Accordingly, graduates with the required knowledge and skill will be appointed on their performance at a competitive examination.
The permanent state sector workers were 9,0642 in 2005 but ballooned to 1,302,258 by 2014. During that period, 88,609 graduates were appointed as development officers during this time period.
The government says that although the graduates were appointed in this manner as a solution for unemployment, it has been unable to obtain the expected service from them.
