Minister and lawyer Sujeewa Senasinghe has been accused of illegally filling a marshland at Malabe.

The incumbent investment promotion minister and formerly deputy justice 

minister, he had bought the land, ‘Katakalagaha Owita’, a paddy land presently not under cultivation.

He had made the full payment to the previous owner only after he had continually pleaded with him for the money.

Senasinghe filed case SC (F/R) NO 181/2013 in the Supreme Court in 2013, claiming it not to be a paddy land and seeking an order allowing him to fill the land.

No land filling ordered

Giving its ruling on 27 July 2013, the SC determined the land was not suitable for paddy cultivation, but did not allow the petitioner to fill the land.

Responding to a request by Senasinghe, the agrarian development commissioner too, accepted it not to be a paddy land, but did not permit him to fill the land.

However, disregarding decisions by both the SC and the agrarian development commissioner, he had illegally filled the land.

Using a parliament letterhead, he has asked Taisei Corporation, engaged in the construction of the Colombo-Katunayake highway, to fill the land.

To fill a land, recommendations should be obtained also from the Central Environmental Authority, Agriculture Department, the municipal council, the provincial Irrigation Department etc.

Challenging Senasinghe’s action, area resident L.A.D.M. Induseela has filed a complaint with the bribery commission.
