Leader of the House Lakshman Kiriella seconded the proposal.
In his speech, the PM said foreign advisers would not be sought for the formulation of the new constitution, which would be done in consideration of all proposals.
Several opposition parties have already submitted their proposals, said the PM.
Since the existing constitution had been amended on 19 previous occasions, it would be better to write a new one, he said.
Also making a special statement to the House, president Maithripala Sirisena said the constitutional change would be done to suit needs of the people and society.
