Speaking to the media at N.M. Perera Centre in Borella, Gunawardena said the president was told that he was given a D-rope by the UNP.
Despite a claim that six per cent had been allocated for education, such a sum has not been set aside, said the MP.
The president has told him that he would raise these matters with the prime minister and the finance minister.
The MPs would be able to take their own decisions at the budget vote, the president also told Gunawardena.
