Only five buses plying on the highways have been issued with route permits as per procedures, says president of the Private Bus Owners Association Gemunu Wijeratne.
That means, 107 out of the 112 buses have not been issued with permits properly, he says.
Fifty of those without proper permits belong to Matara Bus Company.
One person has been issued with so many permits through former sports minister Mahindananda Aluthgamage.
