Following an initial judicial investigation, the truth commission should have powers to summon persons against whom there is cause for action.
This commission should have powers to pardon persons who make confessions and speak the truth.
The accused should have the option of choosing between the commission and the court.
If the commission considers a confession to be inadequate, it should be able to refer the person to court.
Legal action should be carried out as per Sri Lanka’s laws relating to other criminal cases.
A person found guilty should have the right to appeal the verdict.
Since this issue has reached international proportions, it is important to form an interim body involving international observations.
