The minister was speaking over Sri Lanka being listed as one of the 13 countries at risk of increased terrorist activity by the 2014 Global Terrorism Index (GTI).
Rambukwella added that there is no trend of such a revival within the grassroot level.
However, the minister added that he believes that the ideology of terrorism is yet to be eradicated.
The 2014 GTI was published on 18 November 2014 by the Institute for Economics and Peace (IEP).
In the report, Sri Lanka has been ranked at 36 with a score of 4.01 placing it in the same rank as Mozambique.
