The Anti-Corruption Front has filed the complaint, which says 600 m Euros had been obtained from a private Dutch bank in an agreement signed by the ministry secretary without following tender procedures.

The loan has been obtained at very high interest for the project on disaster management communication and improvement of response capabilities.

The agreement had been signed on 10 December 2007.
