He has told BBC Sandeshaya that the LLRC too, has recommended a dialogue with Tamils overseas in order to establish a Sri Lankan identity.
Obtaining the support of the Tamil diaspora is essential as they had raised a voice and influenced against harassment against the Tamils, said the minister.
He noted that a majority of the Tamil diaspora has agreed to work within an undivided, united Sri Lanka, and was even willing to make a common pledge to renounce violence as a means of winning their political objectives in the future.
Also, it will be an opportunity to obtain their skills and abilities to develop Sri Lanka, the minister added.
