Deputy minister of Tourism and Sports, Vasantha Senanayake said that this measure was taken after considering the recent spate of illegal measures being taken by many to own elephants.

He added that the national policy is being formulated considering factors such as the owners capability to provide nutrition, exercise, medical support and maintenance to the elephants.
