Although the Ceylon Electricity Board was capable of completing the constructions for a sum of US$ 210 million, a total of US$ 332 million had been spent on the construction of the plant.

Police investigations are being conducted to ascertain who was responsible for the decision and the execution of the project that cost an additional of US$ 122 million.
