Mahaweli development and environment ministry secretary Nihal Rupasinghe said the permission would be effective from March 15.

Mining as well as the purchasing and the sale of sand in the district will be done through the GSMB, minimizing the role of the middleman.

This will take place without inconveniencing the small-time sand miners, said the secretary.
