The stage and its decorations were put up by Army personnel which has made the Campaign for Free and Fair Election (CaFFE) lodge a complaint of election law violation with the Elections Commissioner.

CaFFE has stated in its complaint that a group of men in civil attire with hair cut short had attended the meeting and were not residents from Vavuniya with voting rights.

According to CaFFE the governor of the Northern Province is a State official and the Election Law prohibits State officials from indulging in election work and the government from deploying them for propaganda purposes.
