Pope Francis has named Cardinal Telesphore Placidus Toppo, Archbishop of Ranchi, India, as his Special Envoy to the XI Plenary Assembly of the Federation of Asian Bishops’ Conferences, taking place from 28 November – 4 December in Colombo, Sri Lanka.
