Nearly 41.1 million had been spent on the horses, at the rate of Rs. 2.2 million per horse.
A dog had been bought at Rs. 641,000, for a total of Rs. 27.6 million for the 43 dogs.
The figure in this deal is said to be a former top police officer, who was a secretary to ex-IGP Mahinda Balasuriya when he was at the ministry of law and order.
