In issuing the cheque (no. 004100191991855) from the account at People’s Bank for the sum, Miyanwala has acted beyond the accepted procedure spelt out in clause XLV 31 of the establishment code and financial regulations.
August 08th was a public holiday and for the Lanka Sathosa headoffice, but ministry secretary Miyanwala and additional secretary D. Jeevanathan had gone to the headoffice and secretly summoned deputy general manager (finance) Manoji Lakmal Boteju from Galle.
They had got the DGM to issue the cheque in question.
This has happened less than 24 hours had gone by since Lanka Sathosa chairman Kiran Atapattu was admitted to the ICU of a Colomobo private hospital.
His sudden hospitalization was reported by Lankadeepa newspaper last week.
Rajan was given the money, although poultry product suppliers had not been paid the Rs. 50 million due to them for several months, in addition to the unpaid small scale suppliers of pappadam, spices, cashew, murukku, dates, dried fish, marshmellows, brooms etc.
Rumours are making rounds that Rajan was paid the money to fund the election campaign of a candidate contesting from Jaffna against the government.
As per a cabinet decision, Rs. 4,000 m was given to Lanka Sathosa that had become bankrupt due to inefficient management in 2013 and 2014.
Of that sum, Rs. 3,000 m was meant for the payment to suppliers for 2014, while the balance Rs. 1,000 m was for the development of the institution and to open new sales outlets.
